TOC Consulting Ltd (TOC) looks to establish long-term strategic partnerships with leading companies in Asia to jointly develop and manage world-class shopping centers in each market.
Formerly with Simon Property Group, the largest owner of shopping centers in the US and the most successful outlet center developer in Asia, the executive team of TOC has been dedicated to the development and operations of shopping centers in Asia since 1999.
TOC provides unique expertise in site selection, design, planning, leasing, marketing, and property management, and has extensive relationships with the world’s top retail brands.

Daniel L. Kelly
President
For 16 years, Mr. Kelly led the leasing team of Simon Premium Outlets – the largest Outlet developer in the world – and was instrumental in the group’s successful entry into international markets including Japan, Korea and Mexico. Since 2009, Mr. Kelly has brought his valuable experience and extensive retailer relationships to TOC’s projects in Asia. During his career, Dan has collaborated with leading luxury retailers to develop brand strategies in Asia and has been recognized globally for his accomplishments in the retail industry.
Anjelica Manalo
Vice President, Finance & Administration
Before joining TOC in 2009, Ms. Manalo gained valuable international exposure to the shopping center industry through her 8-year tenure with Simon Premium Outlets in the US, Japan and Hong Kong. Ms. Manalo joined Simon in 2001 at its US office, and relocated to Asia in 2004 to focus on international business development. Her responsibilities have included project site evaluation, development and operations budgeting, revenue forecasting, and financial feasibility analysis of shopping center development opportunities throughout the Asia-Pacific region.
Rick Mao
Vice President, Leasing
GM, Taiwan
Mr. Mao brings over two decades of experience in the Retail Leasing & Management field. He has been instrumental in the development and leasing of several renowned retail projects in Taipei including Eslite - Taiwan’s largest chain bookstore and lifestyle center, Taipei 101 - previously the world’s tallest building, and BELLAVITA - Taiwan’s most prestigious shopping center, and he has also worked for Hysan Development Company - one of the leading real estate developers in Hong Kong. During his career, Mr. Mao has developed strong relationships with many international luxury and fashion brands. His areas of expertise include market analysis, shopping mall planning, tenant mix planning, tenant lease negotiations, project management, and tenant coordination.
Rebecca Chou
Leasing Director
Having joined TOC in 2013, Ms. Chou has been based full time in Taiwan and Thailand during the planning and development of Gloria Outlets (Taipei), SKM Park (Kaohsiung) and Central Village (Bangkok). During her career, Ms. Chou has developed strong relationships with many well-known international luxury and fashion brands. Her extensive relationships with retailers at both local and regional levels, together with her profound retail market knowledge for multiple Asian markets, benefit the development, leasing, and operations of the projects. Her areas of expertise include retail, leasing, operations, tenant coordination, and marketing.
Faye Faye
Leasing Director, China
As Leasing Director, Ms. Faye brings exceptionally strong relationships with international retail brands, and she has worked with several globally renowned brands during their initial entry to the Chinese market. Ms. Faye started her career as the youngest member of the Peninsula Shanghai pre-opening team and was responsible for developing and implementing the leasing strategy for the Peninsula Arcade. Ms. Faye also served as Head of Leasing for the Bund Financial Center, another landmark project in Shanghai, where she was responsible for a portfolio of assets covering more 500,000 m2. Ms. Faye’s accomplishments demonstrate her expertise in the areas of planning, leasing and operations within the commercial real estate field.
With over 15 years of experience in commercial property development and operations, Mr. Chen is responsible for business development and project management for TOC’s projects in mainland China. Mr. Chen has established several funds in commercial, cultural and tourism fields. His previous positions include President of Fosun Group culture-tourism-commercial fund, Vice President of CP Group commercial real estate company, and General Manager of commercial property center of SPG land (Greenland HK).
